JOB DESCRIPTION Directs and oversees all operational functions of the department and administers applicable internal controls to safeguard County assets. Ensures statutory compliance with various laws, policies and procedures, adhering to generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements, ensuring budgetary compliance with adopted budgets. Management Scope: Manages exempt and non\-exempt staff. RESPONSIBILITIES Directs and manages the operational functions of the department (grants, financial audit, accounts payable, payroll) to execute necessary financial transactions for County business. Establishes, monitors, and enforces internal controls. Monitors and assesses procedures within the department as well as various County departments to ensure compliance with financial accounting principles. Participates in special projects including special reports, training, annual budget preparations, etc. Oversees the timely month\-end and year\-end closing process of all accrues, receivables, and payables; assists in the preparation of the annual financial report.
