The Program Manager will lead planning, coordination, and implementation activities supporting the transition of approximately 270 civilian employees across eight research and development commands from the General Schedule personnel system to a performance\-based STRL personnel management and compensation system. This position requires direct experience with STRL Lab Demo implementation, including personnel system design, pay\-band conversion, performance\-based compensation, position classification, and Federal human resources processes.
