The position evaluates utility filings and proposed tariffs, develops and reviews analytical models, and assesses how proposed changes allocate costs among customer classes end affect customer rates. This work includes identifying unreasonable cost allocations, cross\-subsidization, rate\-design concerns, and other issues that could affect whether proposed rates are fair and reasonable. The position also develops discovery, prepares testimony and exhibits, responds to technical questions, and provides analytical support to Staff attorneys and other expert witnesses throughout rate cases and other Commission proceedings.
