**Position Description** ------------------------ Under the general direction of the Harris County Toll Road Authority (HCTRA) Procurement Manager, the Sourcing Specialist position will oversee, manage, and develop the procurement efforts for the various HCTRA departments. Primary responsibilities include developing the scope of work for professional services procurements, ensuring compliance with federal, state, and local procurement rules, and managing the procurement process from project inception through contract award. The Sourcing Specialist will facilitate procurements for HCTRA departments. This position will also support the Office of the County Purchasing Agent by managing HCTRA's contract amendments and renewals. This position operates with a high degree of interaction via e\-mail, phone, formal and informal meetings with internal stakeholders, contractors, the vending community, most HCTRA departments, and multiple Harris County departments.
